How this comparison was built
Google's Local Services Ads, Angi, and Thumbtack, the third marketplace these searches circle back to, were each checked on their own help pages in September and October 2026; every quote is that platform's, and with no published HVAC price on either side the comparison runs on billing rules, screening, credit policies and contract terms, named in text with no links, scores or rankings.
The two billing models
Local Services Ads is Google's pay-per-lead product: you set an average weekly budget and pay for valid leads, which Google defines as calls, messages and bookings, not clicks (Google's Local Services Ads help, as of September 2026).
Homeowners reach you by choice: "You only hear from customers who have specifically selected your profile out of all the rest."
Lead prices "may vary depending on your location, the job type, the type of lead, or your bidding mode", and monthly spend caps at the weekly budget times the average weeks in a month.
Angi charges a lead fee that "varies based on task, homeowner location, and demand for the work" and matches each request with "no more than five pros" (Angi's help center, October 1, 2026).
Its terms are blunt: "You are charged for leads whether or not you open or respond to them", and leads are "not guaranteed jobs."
The monthly budget is a target, not a cap: Angi's own example takes one more $40 lead at $480 spent on a $500 budget.

If the five-pro model is the problem, the alternatives to Angi leads run from exclusive lead sellers to channels you own.
What counts as a lead, and when you are charged
Google's valid-lead list is narrow: a message, a voicemail, a call you answer, a missed call you return and reach (or leave a voicemail on), and a booking request; a missed call with no voicemail is charged only once your callback lands (Google's how-leads-work help, September 2026).
Leads Google won't credit include ones outside your business hours, price shoppers, and customers who don't respond to your return call; "job type not serviced" and "geo not serviced" claims are no longer credited at all.
Angi bills annual-subscription accounts monthly and everyone else weekly for leads received the previous Wednesday through Tuesday (Angi's billing help, October 1, 2026).
Its credit rules are tighter: the lead must be under 45 days old, you should have called within 24 hours, and the reason must be one Angi lists, such as invalid contact info, wrong location, service mismatch or duplicate leads.
Screening and guarantees: Google Verified vs Angi's published terms
Searches pairing "Google Guaranteed" with Angi chase a retired badge: Google replaced it with "Google Verified" and ended the Money Back Guarantee, limiting claims to services booked through the ads before December 7, 2025 (Google's badge help, September 2026), so don't market Local Services Ads jobs as backed by Google.
What Google still runs is screening: HVAC is an "urgent category", and Google lists background checks for the business, the owner and service professionals (subcontractors included), general and professional liability insurance, and state-level business and owner licenses where local law requires them (Google's screening requirements, September 2026).
Every advertiser needs a public, verified Google Business Profile, screening takes "3–4 weeks" on average, and businesses aren't charged for the background check.
Angi's published language runs the other way: "No, Opportunities and leads are not guaranteed jobs" (Angi's help center, October 1, 2026).
What decides whether you show up
Google orders results by an auction weighing your bid and how likely your ad is to produce a lead, naming responsiveness and profile quality as inputs: rating, review count, response time, images and verification checks (Google's ad-ranking help, September 2026).
"If you regularly fail to answer calls or respond to messages, your ad ranking may be affected", and higher-quality profiles "may also pay lower costs per lead."
Reviews feed the auction through your Google Business Profile: "Star ratings and number of reviews affect how your business is ranked within Local Services Ads" (Google's reviews help, September 2026), the same review base local SEO for HVAC builds.

The 2026 migration: Local Services Ads are moving into Performance Max
Google is migrating Local Services Ads into a specialized Performance Max campaign type with pay-per-lead goals in phases: the first phase began in August 2026 for select US home and storefront service advertisers (HVAC named), service-area businesses without storefronts follow in late 2026, and the rest in 2027 (Google's migration page, as of October 1, 2026).
Most HVAC shops are service-area businesses, the late-2026 wave, so treat any "all HVAC accounts moved in August" claim as wrong.
Homeowners see no change: ads serve only on Google Search and Maps, and you still pay only for valid leads.
Management moves into Google Ads: weekly budgets become daily (divided by 7, monthly capped at the daily average times 30.4), manual bidding and industry-level Target CPA are deprecated, past reports don't transfer while lead history does, and verified status carries over with no insurance or license reverification.

Local Services Ads vs Thumbtack
Thumbtack hands you the lever neither platform above gives: "the price you set for a lead is the exact amount you'll pay", inside a weekly budget that stops leads when it runs out (Thumbtack's help center, October 1, 2026).
Its "Fair Shot Refunds" policy automatically refunds a lead if the customer doesn't reply to any pro within 72 hours, and a customer there can contact five pros in the first four hours and more after.

Whichever channel books installs cheaper wins, and both end in a phone call somebody has to answer, which is why the cheapest lead is usually the one your office picks up.
