RS Gonzales publishes Grow at $2,200 a month, Accelerate at $3,500 and Dominate at $5,000, with ad spend billed direct to the platforms (October 2026).
Its terms say the client owns all ad accounts, set a twelve-month initial term, and require ad spend of no less than $3,000 a month, LSA budgets separate from and in addition to that (October 2026).
HVAC Marketing Xperts
Best for: an HVAC-only package with paid ads included.
HVAC Marketing Xperts lists Silver at $1,500 a month on a 6-month commitment with up to one paid ads channel, Gold at $2,200 on 12 months with two, and Platinum at $4,300 on 12 months with three (October 2026).
Its lead generation page says clients "own the ad accounts and the tracking data," and whether ad spend is included is not published (October 2026).
Hook Agency
Best for: growth-mode shops that want PPC plus SEO and creative.
Hook's pricing page lists PPC at "$2,000 /mo," a starting price that "scales based on service scope & ad spend," and says "you own your account, and your credit card is connected to the spend" (October 2026).
Its fit statements disagree: "over 3M+" on the HVAC marketing page and "over 2M+" on its HVAC PPC and LSA pages (October 2026).
Footbridge Media
Best for: the lowest published PPC fee, ownership aside.
Footbridge Media's Google Ads fee is $149 the first month and $249 after, with no contracts or setup fees, and ad spend paid separately from minimum budget recommendations from $775 a month (October 2026).
The trade is ownership: "Footbridge Media will create a new Google Ads account for your campaign and retains ownership of the Google Ads account" (October 2026).
Mediagistic
Best for: published starting prices at a larger operator.
Mediagistic prices Google Ads management at "Starts at $2,000/mo" and LSA management at "Starts at $750/mo," and publishes no fee model, ad-spend billing method or contract term on the pages read (October 2026).

Best for: month-to-month ad terms on a big platform.

Best for: search, Performance Max and display from a contractors-first shop.
Effective Media Solutions' HVAC PPC page covers Google search ads, Performance Max campaigns and display advertising, and its LSA page describes Google Guaranteed as "a Pay-Per-Lead service," with no pricing, fee model, term or ownership terms published (October 2026).

Best for: nothing on this search; it does not manage PPC.

Local Services Ads charge per valid lead, a call, message or booking; the setup, verification and dispute work is what an LSA management company sells, and the channel is explained in Google Local Services Ads for HVAC.
